Introduction

The structure of the health care industry has required expansion beyond the traditional patient-provider relationship. The result is Electronic Medical Records, a comprehensive database of personal health related information that is constantly updated as the patient receives service and treatment at various sites in a health care delivery network. This collection of health information is accessed by insurers, managed care organizations, public health officials, researchers and others with a need for patient information -referred to as an Integrated Delivery System.

With the change in structure, attention needs to be given to the issues of patient privacy and data security to ensure that policies, practices, and procedures for handling health information takes into account the vulnerabilities information technology brings to the health care industry.
